The Economics of Electricity Adequacy

Abstract
Control areas around the world use a variety of methods to ensure that resources added to meet future electricity loads create an adequate supply. This work describes a particular method for determining adequacy based on economic costs and benefits that applies equally well to dispatchable and non-dispatchable resources. Analysis of the Northwest power supply indicates that energy efficiency and demand response may be the most cost-effective capacity resources for achieving an economic adequacy standard.

An electricity efficiency index for a regional economy

Abstract
The purpose of this research was to develop a “macro” index which measures changes in electricity efficiency over time at the regional level for three major sectors: residential, commercial, and industrial. There is no attempt to link these to specific programs but rather to document all changes in efficiency over time. The results indicate that electricity efficiency in the Northwest increased 33 percent over the twenty-five-year period from 1990–2015.

The Northwest Energy Efficiency Task force was created in early 2008 to ensure the region is prepared to significantly accelerate energy efficiency achievement. The Task Force’s work benefited from a broad-based and energetic Executive Committee and the many contributions from hundreds of participants in the Task Force’s six work groups. Special thanks go to those volunteers who agreed to co-chair the various work groups. Following 16 months of intensive work, the Task Force action items to pursue. These action items address key infrastructure elements necessary for the successful achievement of energy efficiency.

Council staff has estimated the change in efficiency of energy use in the Northwest. Examining economic trends in residential and business sectors shows that if the regional economy had held the same level of efficiency in energy usage, regional electricity loads would have been at about 14,000 aMW higher than they were in 2015. Approximately 58% of this reduction is due to structural change in the economy and 42% is from energy efficiency programs and impacts of codes and standards.
